Oh look it's the reject nice villian. He can't even harm a butterfly, he can't even do chaos control like Shadow. What I think of Dischord I wouldn't consider him a villian at all, he's more like a joke or a prankster when it comes to chaos.
I blame the designer, bad imagination.

... but that's how he was supposed to be. Chaos in and of itself has no direction, so he couldn't be considered evil - evil needs to have a specific focus. So, at least in my opinion, he's exactly how he should be
